I have a credit balance with bmc water dept.k-(w) ward.
Recently they have changed the water meters frm analog to digital.sice then they have billed me twice.
On enquiring i was told that due to non operating of new acct.software the bill doesnt show credit balance,and until the software is not operational you have to keep paying the bill or i will be penalised.
Now this statement i cud not digest.
To take further action what should i do.
