1. File a detailed complaint with ITAX dept. (same office) & enclose the certified copies of your bank a/c statement & ask them to reissue the cheque. Send it by speed /registered post. Wait for 15/20 days, if no reply. File an
RTI application with CPIO of ITAX (
RTI application as per central govt.
rti rules & fee) for action taken report on your complaint.

RTI application with same CPIO & ask for the copies of their outward register (relevant page/s) as proof of dispatch, copy of postal slip. After getting this info file
RTI application (if was not sent by speed post) with postal dept. for delivery report.
3. U can file both applications at the same time.
