To what extent a student can exercise his right to information on his answare script? Is it available to other students script?.

No, u cannot access some one else's answer-sheets. Even for your own answer sheets of board/university exams matter is pending in High Courts against decision of Information Commissions of various States. Stays are granted. Decisions are pending. Boards and Universities have gone to courts!!!
