If you know who is the First Appellate Authority of the CPIO, pls take up the matter with him for non-receipt of reply within the stipulated period. Don't rush to CIC without exhausting the FAA route.

Defeat is not final when you fall down. It is final when you refuse to get up.

In such cases I normally file a first appeal and also file complaint under section 18. While the First Appellate issues notice of hearing, a notice is also issued by CIC to the PIO for denial of information under section 18.

This seems to be a good idea. Going by this logic, can we also file second appeal and and complaint simultaneously to CIC, if FAO has not decided first appeal in 30 days

Pl. don't be in that hurry normally CIC looks carefully of chronology of rti application, so approach adopted by dineshk ( post #3 ) is more useful

Whenever filing a complaint with the 1st or 2nd appeal, please mention, without fail, the filing of the appeal in your complaint document to improve chances of its success; the complaint is likely to be looked at less favourably by CIC/SIC, if the applicant files a complaint 'instead' of appeal
