REQUEST FOR FULL FLEDGED DISCUSSION ON THE ABOVE SUBJECT MATTER. LET THE INTERESTED PARTIES/PARTICIPANTS COME FORWARD. STARTING FROM THE FOLLOWING:
1. IS NOT THE NAME "CONFIDENTIAL" IN THE ACR's ILLUSORY?
2. REALLY ACR's ARE CONFIDENTIAL AFTER A PERIOD FOR WHICH THEY ARE RECORDED IS OVER?
3. INDIAN BUREAUCRACY NOT DECEIVING ITSELF WHEN THEY TRY TO HIDE ACR's FROM INDIVIDUAL OR FROM PUBLIC SCRUTINY?
THESE ARE INITIAL POINTS OF DISCUSSION BUT LET THERE BE A FULL SCALE DISCUSSION ON THIS IMPORTANT ISSUE WHICH IN FACT IS ROOT CAUSE OF MANY ILLS AFFECTING AND INFECTING THE CIVIL SERVANTS IN THEIR ATTITUDE AND THEIR OBLIGATIONS TOWARDS THEIR FELLOW BEINGS IN PARTICULAR AND SOCIETY IN GENERAL. HOPE THAT THE ILLUSTRIOUS, KNOWLEDGEABLE AND EXPERIENCED PUBLIC SPIRITED INDIVIDUALS WILL RESPOND TO THE ABOVE AND CONTRIBUTE THEIR OWN TOWARDS THE RESOLUTION OF THIS TICKLISH ISSUE.

Entirely, I do not accept such discussion which has not gone to the very concept of recording the ACR's. After all for whose benefit the public servants are working for?. For their own sake, for the sake of their Master, for the sake of sycophancy of superiors or for the sake of public. First of all we have to decide this very disturbing question (for many of us) when we call ourselves a democratic polity.
