Why does everyone want immunity ?
What do they want to hide ?
Or is it that they don't want to work as per Rules and Regulations ?

Section 8 covers enough exemptions and each of these bodies should examine every RTI application in light of Section 8. They are at liberty to reject the application and argue their case in the appeals.
