I would like to know about the rules regarding existing mobile towers in kerala as my house is adjacent to a building with a huge mobile tower

This information will be available with the local municipal corporation.
You can file a RTI with the SPIO of the municipal corporation and get the certified copy of the rules governing installation of mobile towers.
Your RTI Application has to be as per the RTI Rules and Fees for the Centre.
