    How to ask the opinion /remarks or file notings

    Sir,
    a reply to the letter issued by the regional commissioner to the tashildar was not legal.
    When asked about the opinion of the regional commissioner regarding the reply given by the tashildar in the rti application, i received that opinions are not covered under the rti act and the matter was closed. How can i frame a question under the rti act so that the regional commissioner should read the reply of the tashildar and issue instructions to the tashildar to give a legal reply.

    You can write a simple letter directly to the regional commissioner raising your issue, seeking his opinion and/or praying for specified instructions on the tehsildar, and follow it up after a reasonable time period (say 1 month) with an RTI application seeking all file notings, correspondence made and action taken report on your application.

    Question To get a legal reply (police protection )

    The Regional Commissioner (RC) had written twice to the Tashildar & the Superintendent of Police ( SP) on our request, second of which was very specific pin pointing the exact mistake, to consider our application made to the Tashildar. Ispite of this the Tashildar gave two replies which were legally incorrect, the copies of which were sent to us and the RC. Under RTI I got the information that the Tashildar has replied and the matter stands closed. Now how to convince the RC that the reply given by the Tashildar is incorrect inspite of providing the necessary ruling of the High Court according to which the Tashildar has to provide the protection . On the other hand the SP remitted the matter to CPI who informed that the matter as civil . Presently I have filed a RTI application to the SP asking the correctness of the reply given by the CPI with further correspondence.
    Now how can I frame a question to the PIO in the RC office

    It seems you are getting confused between, or mixing up 2 different actions - seeking information, and seeking redressal of your grievances. I suggest you write directly to the concerned authority having jurisdiction in the matter of your grievances, presenting your case meticulously and in detail, and follow it up with an RTI application seeking action taken report on your application.
