How to file RTI plea? Few know...

Pune, September 28 Despite three years of enactment of the Right To
Information (RTI) Act, "most visitors who visited RTI on wheels, a
mobile van for giving information about the act, did not know the
basics of filing an RTI application," said Major General S C N Jatar,
advisory council member of Public Concern for Governance Trust (PCGT).

According to Jatar, about 750 persons visited the mobile van stationed
at Salunke Vihar Community Hall on Saturday and at Pune Vidyarthi
Griha and S P College on Sunday. "Many defence personnel and students
visited the van. Although not many students questioned us, they keenly
watched our presentations and sought information on fine details of
the act," Jatar said. While in Pune, the volunteers not only gave
presentations, but also helped many in filing RTI applications.

The van, developed in Ahmedabad by Gujarat-based Mahiti Adhikar
Gujarat Pahel (MAGP) was in Pune in coordination with PCGT. The main
focus of this van is to take RTI to grassroots. It is well equipped
with audio visual aids like television, multimedia projector and
public awareness system and volunteers to disseminate the information,
said Pankti Jog, MAGP coordinator. It was developed six months back
and has covered various tribal areas, market places and housing
societies.

"In Gujarat, we have been able to reach about 80,000
persons from 16 districts," Jog said. The van left for Mumbai on
Sunday evening, where it will be stationed for two days before
returning to Gujarat.

After seeing the response to this mobile van, PCGT, Mumbai is planning
to develop a similar project. Speaking about it, Jatar said, "PCGT
shall chalk out a similar plan, where the vehicle can shuttle between
Pune, Mumbai and nearby rural areas giving information about this act.
We are trying to get funds for the same, as the cost of developing
this van is about Rs 5 lakh."

The PCGT runs a RTI helpline in Pune at its centre in Sancheti
hospital. Those interested may call on 64005613 during office hours.
