Re: OBC(Non-Creamy Layer)
Welcome to RTI India Forum.
Please file RTI Application with the PIO of the Social Welfare Department of your District and seek (1) Certified copy of the list of castes included in Other Backward Class. (2) Certified copy of the list of castes included in Other Backward Class-B category.
Non-Cremey Layer (NCL) certificate issued to only those persons whose caste appear in List of OBCs and whose Annual income (for children income of both parents together) is less than Rs.4.5 lakhs per year. Income more tha Rs.4.5 lakhs/annum or Gazetted Officers of State or Central are not entitled for NCL certificate.

Re: OBC (Non Creamy Layer)
Your caste certificate is verified from your father's caste records. If your father was a Gaz officer, you will not NCL certificate. The Caste and NCL certificate are to be issued by your Tahasildar, on recommendation of your Village Officer. Income below 4.5 Lakhs is one of the conditions.Satyameva Jayate सत्यमेव जयते
