How to know procedure followed by WBSIC in scheduling hearings I have good reasons to believe that WBIC's office selects 2nd Appeals and Complaints whimsically for hearing, without any established method. Now, I would very much like help, in framing question to them under Sec.6 of RTI Act to extract a proper answer.

You may seek following information:
1.Please inform me step by step entire process through which complaints/second appeals are processed from receipt to despatch of decision of IC
2. Rule followed for placing complaints/second appeals before IC for hearing [like first come first served or any other procedure]
3.In case complaints/second appeals are not heard on first come first served basis, reasons held on record be made known to me.
4. I be permitted inspection of entire record from inward to final despatch of decisions for last two years and I be permitted to obtain certified photocopies of records selected at the end of inspection.

jps50, In reply to your 4 brillantly drafted questions (08-07-11) PIO, WBIC sent back a compleatly evasive reply, relevant portion of which I am quating below:
Sir,
With reference to your RTI application dated 11.08.2011 I am to furnish below the
following information:
1. This Commission does not maintain the record in the manner in which you have asked
for.
2. The decision making process on complaints/appeals has been posted in the
Commission's website www.wbic.gov.in under the heading "Annual Report" in
Chapter 2 under the sub-heading "Section 4(1 )(b )(iii). The website may kindly be
visited by you.
There exists no other recorded decision making process/rule especially for hearing.
3. There exists no such recorded information.
4. The inspection of entire record for the last two years involves a large volume of
records and it would not be convenient to provide information/supply of records
instantaneously at the choice of the applicant if it is not known beforehand.
However, for the sake of convenience of the working of the Commission, you may
ask for inspection of specific record(s) by clearly mentioning the specific details e.g.
names, file no., order no. of this Commission, if any, etc. On obtaining this specific
request, the Commission shall allow you inspection of such specific record(s) on a
pre-fixed date on prior payment of the requisite charges as laid down under Rule 4 of
the West Bengal Right to Information Rules, 2006 read with its amendments.
An appeal against this decision lies with the following officer within 30 days:
