The latest figures of Vigilance Commission show that the number of complaints regarding corruption and irregularities in government has been gradually declining. Decline in instances of seeking bribe by public servants has led to fall in corruption complaints and subsequent traps by Anti Corruption Bureau to nab errant public servants. “The number of traps to nab corrupt public servant has been decreasing since 1999,” says a Vigilance Commission annual report for the year 2007. Acknowledging the fact that the corruption cases may have dipped after the implementation of Right to Information Act, the commission has asked the home department of Gujarat government and Anti Corruption Bureau to take serious note of the fall in the number of complaints against corruption and take neccessary steps to encourage people to report about corruption in public departments. Vigilance Commission received 6,319 complaints against corruption in 2007. The number of such complaints in 2005 stood at 8,082. Out of the total complaints filed during 2007, criminal proceeding was recommended in 37 cases, of which 14 cases were pertaining to Indian Penal Code (IPC) and 23 to ACB. “Instead of initiating criminal proceeding, the government departments even delayed intimation of such cases to the commission,” the report notes. I don't think that there is any decline in instances of corruption nor our RTI Act made any dent. It is only a manifestation of cityzens loss of faith in the system. The latest addition is the Vigilance Commission and the Vigilance & Anticorruption Bureau. I can quote from my own personal experience. In one case I had walked into the office of the Enquiry Commission and Special Judge of District Vigilence & Anticorrption Bureau. In a challenging way I could convince him of a specific case of corruption with authentic documentary evidence of maladministrartion suspected of corruption. He has ordered the District V & Ac Bureau to enquire and submit the report in 2 months. The enquiry was done. When the guilt is almost expossed, the Police Inspector who was carrying out the investigation was trnsferred. The new incumbant has been struggling since last one year to save the guilty by diverting the subject to irrelevant fields. Nothing is happening In another incidence, I had sought a trap and arranged almost eveything. To my surprise, the Deputy Collector concerned who had earlier asked me money has refused to accept the money when I offered. I think he was tipped by the V & AC Even now no system exists where one could complain of coruption. Even the V& AC Bureau does not accept a complaint unless it is sanctioned by the Secretry to Government, Vigilence. It is just impossible to obtain his sanction What do do ? |
