Yes, its true, but certain courts by framing their own RTI rules have diluted certain portion of the act, by commanding high application fees etc. Further if the information can be availed through their regular (non-rti) rules then the same cannot be asked for under the RTI.

On the bright side, most HC judges sometimes ask the petitioners to obtain documents from their respondents through RTI Act. In some cases, even the HC Judges themself apply for certain documents from PA to help them take decision in their own cases. They use this approach, when they feel the PA is lying.
