    Re: Exam Paper

U can get your own answer sheets only. Kolkatta High Court has permitted access to evaluated answer sheets in a RTI case in March 08.

WE GET GOVT WE DESERVE. WHAT DO YOU PLAN FOR 2013?

A= Yes, U can demand photocopy of your evaluated answer sheet by paying Rs 2 per A4 size paper.

    2. Can RTI act can be used for getting a copy of a answer script by a candidate ( answer script belongs to others)?

A= Yes, U can also demand for other student copy by taking consent letter from 3rd party.

    Re: Exam Paper

From the 2008 December examination onwards, candidates appearing for various examinations in Indira Gandhi National Open University (IGNOU) shall be given the opportunity to get a photocopy of the answerbook, if she/he so desires, within 45 days after the declaration of results.

Issuing an order today, Vice Chancellor Professor VN Rajasekharan Pillai said, "an appropriate stationery charge of rupees one hundred per paper may be levied from the candidate for this purpose. The procedure is for ensuring greater transparency and accountability in the evaluation of answerscripts. Return of the answerscripts will also give the learners an occasion to understand their mistakes and correct them through further study."

Recently Kolkata Highcourt gave an order that Universities are bound to show the answer script under RTI Act. This order is also binding on any part of India unless someone over rules it in Supreme Court.

The fact is that under RTI, there is a photocopying charge of Rs.2 per page (or less...I have to check it). So, unless a student writes 50 pages, the charge would hardly come to Rs.100. Also a student can ask for selected pages instead of the whole under RTI.

So, what IGNOU is bound to provide under RTI anyway at a much lesser charge (and compulsorily within 30 days)...they are planning to make a quick buck by levying Rs.100 and pretending as if they are providing a great service to the students.

Its better to apply under RTI and ask for selected pages and get it within a time limit, rather than pay Rs.100 for the whole paper and get it in an unspecified time. Moreover, papers can be demanded under RTI at anytime, even after re-evaluation and there is no time limit of 45 days as mentioned in the circular. Under RTI, if IGNOU fails to provide it within 30 days, they'd have to pay a fine of Rs.250 per day too.

So I think it would be better to demand a photocopy of the paper under RTI, rather than under the new rules of IGNOU
