CIC penalises PIO of CAG for repeatedly passing responsibility to subordinates

In a recent decision, Hon'ble IC Tiwari has imposed maximum penalty on the CPIO of CAG for repeatedly and routinely passing responsibility to her subordinates regarding delay in replies to RTI applications.

Interestingly the CPIO claimed that she had invoked Sec 5(4) in seeking assistance from her subordinate. IC did not allow this submission stating that Sec 5(4) was not applicable since the assistant was not the holder of information and the assistance sought was only administrative assistance.
