Need Help: Society Acts, or Rules

Hello I am Paresh Shah, living in a multi-stories apartment at Surat (Gujarat) , I am facing a problem of leakages since three months, Society managment not answering me or solving my problem, I found that my above floor/flat bathroom water line is old and leakage. It is common wall of two flats, final I found and repair the same and it has been solved. As it takes three months excercise. Now Plumber has high billed, Please help me who will pay this bill? in this regards any Act or Rules please suggest.

Secondly Co-op Housing Society has not provided any books of accounts to the members, also they are taking maintanance regularly but not providing facilities to the members. Thei behaviour is high handed and using funds their own way. So please suggest me Rules how to stop them to use funds their own way - as well as provide accounts to the members regularly.
