Need Help: Help regarding RTI at PGIMER Chandigarh

I had applied for some information at PGIMER Chandigarh on 21 June 2011. I had submitted the RTI application by hand in the format available from PGIMER RTI office and paid the RTI fee of Rs 10 and obtained cash reciept. The required information is detailed as follows.

1 In the recently conducted interviews for selection of faculty members at PGI Chandigarh, were there any structured objective criteria for selection.

2 How much weightage is given to post graduate education and patient care done by individual faculty members when deciding upon selection by the selection committee. Kindly provide documents proving this.

3 Have any faculty members including the Professors been selected at PGI Chandigarh without appearing for the interview physically. On how many occasions has this happened before. Was any faculty member at PGI Chandigarh selected at recently held interviews during December 2010 to April 2011 at PGI without haven appeared for the interview. Kindly provide documents proving the same.

4 What was the basis for such selection where the faculty member was not present for the interview. Kindly provide documents for this.

5 In the previously held interviews for selection to the post of faculty members, is there a provision for getting the selection process reviewed or reevaluated.

6 Has such selection process reevaluation or review happened after the declaration of results of such interview ever before. What were the basis and outcome of the review or reevaluation process if they were done. Kindly provide document proving this.

The RTI office assigned RTI number 3381 to this application.

I did not recieve any reply from CPIO PGIMER even after 30 days. I submitted first appeal to the FAA at PGIMER Chandigarh on 28 July 2011 stating the above facts. The CPIO replied with the following reply.

Obviously the CPIO is hiding all facts and does not want to provide information.

I request for help from the moderators and other members of this forum to kindly guide me as to what I can do further for getting the required information from PGIMER Chandigarh. I shall be highly obliged.

You should again file "second first appeal based on quality and quantity of information supplied" by CPIO. If information is not available CPIO should have sucked such information from any other location in PGIMER and supplied to you. Every CPIO is CPIO of entire organisation and not a particular cell. If you are required to file second appeal please do include in prayer:

"If information is not available, CPIO should be ordered to supply me notarised affidavit to this extent"
