I have been thinking over this ever since I read your post.

But unfortunately, I cannot come up with any other solution except that you have to approach the SIC once again.

This time, use the strongest possible language and ask for the strongest possible penalty, both monetary as well as disciplinary and administrative action as per the prevailing rules and regulations (including and not limiting to withholding of increments, withholding of promotions, demotions, punishment postings, transfer of PIO, etc.). This should also include remarks in the ARC of the concerned officers. Use language like "The honourable SIC should impose the strongest possible penalty/action against the....officers so that its final orders become a warning to other PIO's/AA's in West Bengal not to ignore and disobey the interim orders of the SIC in future. The honour of the SIC is at stake....).

Under "plea" or "prayer" mention that you should be compensated for the mental harassment, physical trouble, etc. etc...

Also, ask for a certified copy of the action taken report from the relevant authorities, after the disciplinary action/administrative action has been taken against the officers.
