Dear all, I'm a new member of the time and am really glad to find this portal. I need help from for an issue; my BCA Grade card updation has not been updated with one project assignment marks due to which my degree is pending. I have made incessant efforts to talk to Banglaore Regional Centre and ultimately I have got a confirmation mail from Bangalore R C that I have secured 13/15 in the project and it has been forwarded to IGNOU Delhi computer division for updation, after repeated mails to VC of IGNOU New Delhi. I have been continuously sending emails to sregrievance@ignou.ac.in , assignments@ignou.ac.in , rnjha@ignou.ac.in for updates but no body is responding (since they are responsible for updation as per http://www.ignou.ac.in/app_forms/common_Prosp_Sept08/nov-08-1-72.pdf). It is been more than a month that Bangalore RC has forwarded my marks to New Delhi, but still it is not reflecting in my Grade Card, hence I don't have Degree completion. Now, I'm contemplating to wrie a greivance mail to Ministry of HRD. Could you please advise if it is releavant to write a greivance mail to Union Ministry of Human Resource Development, Department of Higher Education? I'm in critical condition, If I don't submit my BCA completed Grade Card, then I'll loose PGDIT Admission from Symbiosis CDL and 2 years fees that I have paid. Please advise, Thank you all, Srinath |

Hi Srinath, A very warm welcome to RTI India. Immediately file an RTI application to both Bangalore RC and Delhi HO asking the following questions: 1) A certified copy of updated mark sheet. 2) A daily progress report on what action has been taken to update mark sheet including names and designations of officers with whom the matter lay pending. 3) Who are the officers responsible for updating the mark sheet and what action will be taken against them for delaying the result. Ask them to supply the information within 48 hours of receiving the application because under the RTI Act information in matters pertaining to life and liberty is to be answered within 48 hours. Getting higher education is a matter concerning your liberty. For help regarding drafting an application, you may go through the guide section of this portal and a few sample applications in the directory section. It is advised that you post your draft application here so that our members can help you with their suggestions. I also invite suggestions of other members, especially on whether this case can be considered as a matter of life and liberty. As per my understanding it can be. |

That's precisely why I advised you to go through the RTI Guide section of this website. There is no link for filing RTI applications. RTI application is to be submitted in person or post by snail mail. For Bangalore RC the application is to be submitted to: The Central Public Information Officer Regional Director RC Bangalore, IGNOU No. 293, 39th Cross 8th Block, Jaya Nagar Bangalore-560 082 Karnataka If you intend to submit the application in person, please note that the name of the concerned PIO is Dr. B.S. Sudhindra. If you are sending by post do not mention the individual's name as the officer might have changed. For Delhi HO, the application is to be submitted to the PIO of Student Registration and Evaluation Division but the name of the PIO is not mentioned in the webpage. You may address it as: Central Public Information Officer c/o Head of Department, Student Registration and Evaluation Division Indira Gandhi National Open University MAIDAN GARHI, NEW DELHI-110068. A fees of Rs 10 must accompany your application. It may be paid in cash (if submitting in person) or DD/IPO payable to "Accounts Officer". Please go throught guide section of this website for understanding how to draft and file an RTI application. Also go through IGNOU website Welcome::Indira Gandhi National Open University and click on the R.T.I. Act link in the left panel to get the details of the PIO. For Delhi HO since PIO details are not mentioned for relevant department you can also send it to PIO of any other department. |

I dont think that this would fall within the ambit of 'life or liberty' of the person as meant in the proviso to Section 7(1) of the Act. The context in which the expression 'life or liberty' in the said proviso is more with reference to imminent danger to life or for liberty of normal movement (for example detention of the person by any means, restricting his normal movement.). It cannot be stretched too far. |

Taurus, Even I am not very sure if this can be considered to affect the student's liberty but then it does affect his movement in terms of his career. Several times CIC has taken liberal view of the provisions of the Act. I guess we can afford to take an optimistic view because even if they do not consider it to affect life and liberty, they still have to provide information in the normal 30 days. We have nothing to lose here. Srinath, Go ahead and file the application. As advised, try to post a draft here for further suggestions. At the same time also keep pestering the Delhi HO over phone and e-mail. Mention it to them that if they do not provide updated marksheet in time then you will lose admission in Symbiosis. Also write to the ministry. Keep records of all communication. Keep us updated on the matter. Generally Symbiosis will not cancel your admission if you inform them the whole matter. You can show the copies of communication with IGNOU as proof. Still if unfortunately your admission is cancelled,let me know and I will help you recover full 2 years fees from IGNOU along with compensation for losing an year. |

This is a well drafted application. Until a few hours back you hardly knew much about RTI. Has someone helped you with this draft or you have learnt all this from the forum itself? Anyway, also add a point asking for your updated grade sheet/certificate. That's actually what you want. Please edit your post to delete your telephone number and e-mail details. Forum rules prohibit posting this information in the forum. |

Yes, it is all from the forum tips and little bit of googling which made me arrive at the draft I sent. I'll send out that request via speed post and with Rs. 10 IPO. This may be a dumb question, could you please tell me how can I edit my previous post. I spent good time to find an option to edit the post but could not find. I don't think, I can modify my previous thread which is been responded. I would request Admin/Moderator of this site to eliminate my personal information. Good work. Nice to see that you have learnt a lot about RTI within a few hours. Regarding your personal details, moderators will take care of that if they feel the need of doing so. But remember to keep pestering them over phone and e-mail till you get your certificate. And do keep us updated. |
