Need Help: RTO - Mumbai

Greetings,

We recently shifted from Bengaluru to Mumbai. We live in a rented house in Mumbai, the rental agreement is registered.... although we have PAN CARD, ELECTION ID, PASSPORT documents with us,,,, WITH OUR PERMANENT ADDRESS DETAILS in BENGALURU,,, one of the automotive dealer refused to take our booking for a 4 wheeler,,, as they say RTO Mumbai will not accept it,,, in case we pay bribe,, they can consider our booking,,, we objected to it,, however as reality prevails we suffer...what is the way out???? W

Make an RTI Application to the PIO of RTO concerned at Mumbai proper fee of Rs.20/- (you can paste Court Fee of Rs.20/- at the top of the application) and seek the certified copy of rule/instruction/GR/Circular under which PAN CARD, ELECTION ID and PASSPORT issued at Bangalore is not acceptable as Address Proof for registering four-wheeler purchased at Mumbai.

Please remember, recently the registration process has been made strict owing to security considerations - use of vehicles registered under fictitious name and addresses were used for terrorist activities.
