Get an Order from Information Commission and then directions from High Court . That is the only way with such PA .Sponsorer

@abhijain do as per post #2 & also complain the matter to the chancellor of the state. wait for some time & then ask for action taken report on the matter from chancellor's office.

I am not able to read the attachment.
The law laid down by Supreme Court is binding on all, irrespective of whether a party or othewise.
When such tenet is set by SC, any law that existed earlier become inoperative. The authorities concerned are also required to modify its own rules and procedures in accordance with law laid down by SC.
Flood the SIC with complaints. Consult a good lawyer and move the HC as suggested by Dr Malhotra, for contempt proceedings.
