Whom to send the 10/- for asking for Income Tax Refund?

I am working in Software company in Pune.

I filled Income Tax return in july 2006, but till now i didnot got IT refund.
I contacted IT dept several times, they say it is underprocess.

I want fill a RTI application for Income Tax Refund for 2005-06.

I drafted the RTI application

For fee i would like to make Demand Draft.
So please tell me following detials.

There are two things you need when you make a Demand Draft:
1. In Favour of.
2. Payable at.

I dont know what what should i put in Column : In Favour of:

So please help me in this regard.

Normally applicants get the DD's made in the name of Accounts Officer. However, each CPIO has specified the designation in whose favour the DD has to be made, to avoid multilicity of the names and to avoid unnecessary correspondence with the Govt's Zonal Account Offices.
I would suggest you call up the Pune office at the numbers mentioned in a reply given earlier to find out the same. otherwise, you may have to get the draft cancelled only to get it re-made in some other name.

Actually i contacted CPIO also few days back,
One lady picked the phone she asked some people in the CPIO office also but wad unable to help me.
She then said you just postthe RTI application with 10 rupees in that envelope.

So i dont what to do now.

You can get your CPIO by looking for the correct jurisdiction.

Rs.10/- you should pay by indian postal order which is available at nearby post office. It should be made payable to ACCOUNTS OFFICER, INCOMETAX DEPT and make it payable at Pune. DD is costly.
