reply by Appellate Authority

An applicant from other organisation has asked some reassons in his requests (why this work was not done, why the repair of quarter not done.) . The PIO replied that under Rule 2(f) of RTI act no reply can be given. the office is not bound to reply to reasons.

Now he has posted first appeal against the PIO. in this he has requested that the information was essential under fundament rules 14 etc. your office has not provided the required information. In another question he has raised other query. My question is can we reply his to the query now and what reply should the appellate authority should give to the reasons (why questions.)
