Advocates subverting the RTI Act

Dear Friends
Advocates have been subverting the RTI act.Most of the departments are refusing to give information and are referring the matter to their Legal sections to suggest means of denying the Information.The advocetes are suggesting one excuse or the other with the result that inbstead of the department PIO's supplying the Information it is the advocates who are appearing on their behalf and arguing against providing information.Section-8 particularly about third party information is ambiguos and needs to be clearified.Secondly the penalty clause of 250/= Rs per day should be mandatory.The Application fee should be a little more and Applicant should be asked to bear cost of stamps so that the departments can not take the excuse that they had sent the reply by post but it has not reached the applicant.

Now you seem to sound like the very corrupt babu's who dont want the RTI Act. Why should the citizens have to pay more to know where their money is being used for. The citizens pay taxes. Its their money. So they have ar right to know what for, how much and on whom its being spent on.

And why should the applicant be asked to ber the cost of the stamps. These stamps are also bought from their money. Not the onus is on the PIO that the information has been provided. So its upto him to prove that it was despatched.
