Framing RTI: civil court

Dear Experts ,

i have a case with civil court u/s 138 Negotiable instruments Act from last 10 years

accused is not presenting before the court from beginning of the case.

As per Act the same case has to disposed with in the 2 years. but some of authority is corrupted and even not issuing the arrest warrants for the accused from last three hearing ,reason saying staff shortage . with help of RTI i made in action to rajasthan Police active and the answered that the accused detail they got and with next warrant date they arrest the person.
now last three date the lower staff of court not issuing warrants (may be corrupted ) and judge is also not ready to hear against staff.

can i demand answered for not disposed case in 10 years (instant of 2 years) under 4(1) d
or some another question as per expert in the same case.

the fees of RTI with court is 50 rs and 500 rs appeal so donts wanted to failed in framing RTI application .

help me in the same case.

RTI Act will not help as you want to expedite the case , you are not exactly looking for INFORMATION . There are millions of cases like yours in this country , courtesy the judicial system .
