Rti or rts ??
Dear members
I had filed for new passport on 10-10-2011.
On 25-10-2011 , I was called for Police Verification and i submitted the documents as demanded by the oficer.
Today its 05-11-2011, the online status shows that : Police verification not recieved..
Now, Punjab has Right to Service Act implemented according to which the passport verification should be complete within 21 days...
So, Should i file for Right to information as to why the police verification report has not filed or Right to Service application ?...RTS being new act i cannot get the requisite info for ways of filing application....
Is date of police verification be counted from date to application submission or police verification date....as former has a record n receipt but no record for police verification date is available with me...
PS: The officer took Rs 500 from me...Infact he demanded that i pay no less than 500 even though i had all documents complete....It was first time i payed & was shocked at his behaviour being so open in demanding money...He forced me to pay...
My father said i wil have to pay or he wil reject form...But Being a well informed memeber of RTI India and against corruption of any form , I had decided i will not pay anything but then.. i got weak infront of the officer...and i payed........ sorry !!

Ok now, kindly help fast..
RPO, amritsar has replied in an email : The Police Verification not been recieved yet by passport office.
Now, I want to RTI ....But I dunno Who to....
The PIO Incase of Amritsar Police is Commissioner of Police Amritsar ..Verified fact...
It was me who visited the Police Station and not the officer visited me....
I dunno PIO officer of the Police Station i visited....
So should I RTI Commissioner , Amritsar who in this case is the PIO ?? , How to find Incharge of Police Station concerned ........
My application was made on 10-10-2011 and its 8-11-2011 , I think its sufficient time coz as per website 20-30 days, i shud get my passport...So why to wait for more delay.....

01. Here every department will appoint [Section 3(2)] a designated officer [2(b)] for providing notified services [Section 3(1)].
02. Eligible person shall make application (on prescribed proforma - to be designed by the designated officer for each notified service along along with the enclosures as per checklist- see rule) to the designated officer for obtaining services notified under the Act.
03. As per Section 4 Designated Officer will provide or reject [Section 5(2)] services to the eligible person within given time limit [Section 2(e)] and in case of rejection the application, shall record the reasons in writing and inform the applicant.
04. Any eligible person whose application has been rejected or to whom the notified service has not been provided in the given time limit, may file First Appeal [Section 6(1)] wuth the first Appellate Authority, within 30 days of date of rejection or expiry of the given time limit, as the case may be.
05. Any eligible person whose appeal for availing services has been rejected or to who is not provided the notified service withing the time specified by the First Appellate Authority t, may file Second Appeal [Section 7(1)] with Second Appellate Authority within 30 days of date of such rejection or expiry of the time specified by the First Appellate Authority, as the case may be.
06. Revision [Section 10] - Any person may, who is aggrieved by an order of the Second Appellate Authority, make an application for revision of said orderto the Punjab Right to Service Commission or an officer nominated in this respect, within a period of sixty days from such order.
So to approach the Commission one has to be a Eligible person and go through the process of Fist Appeal and Second Appeal , after his Application (on a prescribed proforma) for a Notified Service has been rejected by the Designated Officer or the notified service has not been provided within Given Time Limit.

So, watever lil help i could get from the forum , i have made the rti and mailed it to the PIO who is the police commissioner amritsar.
I wanted to send it to the right person, i.e DSP OR DCP ..BUT they are not the PIO/CPIO , i could not get the requisite information from web or from forum , and so I sent it to the only PIO i could locate .
RTI for reference is below with inputs from forum memebers .....

PS: if knowledgeable forum members can be more specific in how to ask as most here are novice and first time users of rti , so its difficult to understand the information...

You need not worry about the concerned person. For the purpose of RTI PIO is the concerned person. He has powers enough to extract information from who-so-ever holding the same. If the information is lying elsewhere (in another office) he can transfre the RTI Application to that office under Section 6(3). And if the information is lying in his own office, he can use Section5(4) to get the information.
