Question 1)Is it possible that the EMD can be Forfeited and successful bidder would not be allowed to uplift the coal within prescribed time for the reason that application of delivery order and document was not submitted by successful bidder in 7 days from the date of auction even if the successful bidder pays the coal value including all other charges in the account of Northern Coalfields Limited within 7 days of date of auction.

Question 2)If the answer of my question no 1 is yes. Please mention details of latest the circular(s) and notice(s) numbers/ref number along with date which supports your answer for question no 1.
(provide one latest photocopy of document)

Question 3)Are Such circular(s) and notice(s) which supports your answer in question 1 are present on website of Northern Coalfields Limited ie ncl.gov.in and ncl.nic.in , if yes please mention valid exact site link and site map for such circular(s) and notice(s).

Question 4)If applicable, Please mention latest public notice(s) and circular number(s)/ref number along with date which conveys time limit to submit application for Delivery Order after successful bidding by bidder.
(provide one latest photocopy of document(s)/circulars/notices)

Question 5)What action shall bidder take if Northern Coalfield Limited Officer refuses to accept Delivery order application on 6th day from the date of auction and doesn’t provide reason to reject the application in writing.

Question 6)Mention Under what condition(s) forfeited EMD can be refunded.

Question 7)Is there any case where forfeited EMD by Northern coalfield limited is refunded back to bidder.

Question 8)What are the documents that must be submitted by bidder to get delivery order.

Question 9)Does Northern Coalfields limited provides receiving of documents submitted at HQ Singrauli for obtaining Delivery order .If yes Please mention officer or staff who provides receiving of documents being submitted at NCL HeadQuarter(NCL HQ).

Question 10)What action bidder can take if authorized officer does not provides receiving of documents being submitted by bidder to obtain receiving.

Question 11)Under what time delivery order is processed after providing application for Delivery order.

Question 12)What can be done by bidder if Delivery order is not being provided to bidder within prescribed time even after providing application of delivery order in prescribed time limit.

Question 13)Does NCL automatically refunds coal value and other charges if coal is not lifted or it wants some documents from bidder to refund back money for unlifted coal.

Question 14)If answer of question 13 is yes, please mention documents required by NCL to refund back coal value including other charges.'
