Need Help: New Electric connection in Gurgaon commercial building

I hav an office flat in a commercial building on Golf Course Road, Gurgaon.

The developer has not provided electric connection, stating the application with Hryana Bijli Vitaran is pending,

Can I get details of when application made , reasons for delay ?

Whom do I make this RTI application.

You can file a RTI application with the PIO. Details of PIO will be available on the website of HBV, under the "RTI" link. Or simply call that office and ask "Who is the PIO in your office under the RTI Act 2005. I want to file a RTI application." ?

Your RTI Application has to be as per the RTI Rules and Fees for Haryana.
