Anomaly in CIC case figures

The CIC website (CIC) has the orders uploaded in a section called "Decisions of CIC" (CENTRAL INFORMATION COMMISSION).

It also has a section called "Monthly Disposal of Cases" (http://www.cic.gov.in/Reports/MPR-Sep08.htm)

The figures given in the two sections do not square up:
(even if they are compared over a long period of time)

Between Oct 2006 to Sep 2008:

Total Orders Uploaded: 10,640 (13,401 cases)
Case disposal as per table: 14,407 disposed

Attached is a text document giving quarter wise details.

Can members have a look and analyse what could be the reason ?

I can think of only two reasons:

a) All orders have not been uploaded OR
b) All cases shown as disposed do not have the orders dictated/issued

The difference is quite big.
