IT Refund - CPIO rejects RTI application

Hi,

After going through verious threads on this forum, I made an RTI application to get a refund. I got areply from CPIO stating that they are not obligated to provide this information until I prove it is in the "larger public interest". How do I prove that the status of my IT refund for the past 3 years which I have not recieved is in the "larger public interest"? What should I do now?
When I call them up they say it will be done my next month end.... I am hearing the same excuse for the last 7 months.

Any help is highly appreciated.

Can you please upload your RTI Application and the reply received from the PIO ?
Please also give the following dated:
1. Date of your application
2. Date PIO received your application
3. Date of PIO 's reply
4. Date you received the PIO 's reply.
This will help members in suggesting future course of action.

thanks for your prompt reply. I have attached my application and reply to my original post. As his reply was on paper, i have typed his reply in a word doc.

heres the reply to your questions -

1. Date of your application - 3/10/08
2. Date PIO received your application - 10/10/2008
3. Date of PIO's reply - 15/10/2008
4. Date you received the PIO's reply. - 20/10/2008

The applicationI made was based on the comments posted on this site, many people suggested theres no specific format.

This ITO needs to be taken to the cleaners.

A suitable draft of First Appeal is attached.

Please fill in the blanks, review it, make it more tight and file it with the FAA before 10th November 2008.
