Nowhere it lay down that the penalty amount will go to information seeker or government. But Section 20(1) say that the CIC/SIC shall impose a penalty........ The meaning of the term "Penalty" being "'a sum of money required as a forefeit for an offence". "a sum of money levied as a punishment for an offence" etc it imply that it will go to the authority impossing such penalty.Since the Commisssion represent government, the penalty impossed can go to government only.
Other than the above implied direction the RTI Act does not seems containing any other information. Of cource there being no direction or implied meaning or general practice prevelent in Indian court of law entitling the spoils of penalty to the aggrieved or information seeker he cannot get it.
