RTI provide justice & job to Blind
Mr.Ramavatar Prajapati, a blind person gave exam for job in Central Railway, Mumbai office but he did not received any letter hence he filed RTI to know the result of exam, PIO replied that there is no suitable post for him hence he is rejected then Mr.Ramavtar filed 1st appeal thereafter within one week he got appointment letter to joint the job as he has selected but he did not received reply from 1st appellate officer in connection to his RTI hence he filed 2nd appeal before CIC & finally CIC vide its order dt,07-10-2011 directed Public Authority to give Rs.200 compensation to Ramavatar & CIC awarded show cause notice to 1st appellate officer under section 20 (2) of RTI act,2005 for not responding 1st appeal within 30 suitable period.

Yes. You are right. He got the appointment letter on filing the first appeal.Sponsorer
In fact, as per order, "PIO replied on 13.7.09 providing the information against each point and informing the Applicant that “ efforts have been made to locate a suitable post for him by processing the case at Divisional Level in commercial department. However no suitable post was located in Division for him as he being a visually handicapped person. His case has been sent to HQ office vide office letter no. BB/P/RECT/PHP dated 13.7.09”.
CPIO had taken a very proactive roll in disclosing the above.
The only highlight of the case is that the First Appellant Authority has been issued the show-cause Notice under Section 20(2). It is a Unique order in itself as First has been Taken to Task for causing delay in replying / disposing off the appeal by the Commissioner Annapurna Dixit.
"In the light of the request of the Appellant, the Commission also directs the Appellate Authority to
show cause as to why disciplinary action should not be recommended against him for the delay in
responding to the first appeal. The explanation should reach the Commission with a copy to the
Appellant by 10th November 2011".
