How to frame queries to city corporation office

I would like to ask some queries to the city corporation office. Please kindly help me how do I frame those queries to city corporation officer. The subject is….,
I am living in “b” street which has have 10 houses on this “b” street. The city corporation has made 5 house under the corporation remaining house is as usual under the village panjayth. And “a” street (before our street) is also fully under City Corporation. After our street there is no other street, some workshop and garage is functioning after our street and next workshop NH-7 highway road.
The problem is we are not getting city corporation water the “a”street and 50% “b” street houses are getting city corporation water. How do I frame the query why the corporation did not make our “b” street under corporation, what basis they had made “b” street (50%) under corporation, what is the corporation rule for getting remaining 50% “b” street houses will get the benefits of city corporation.
Please kindly anybody post good pinpoint query to me that I will post to city corporation under RTI act.

You have purchased house in a Village. When the city limit expands, your house will also be under the Corporation. The corporation is within the frame work of rules and only you did the mistake by purchasing house in village area. You did not verify the documents of the property before purchasing it.

The hole village was under panjayath in 1982 later slowely some streets gone under city corporation. now remaining 5 houses did not come under the corporation. after NH-7 many streets are under the panjayth including two private steel factorys.many people are saying if city corporation once come after NH-7 those steel companys suppose to shift to there company to any other panjayth. so the steel companys is being giving some money to city corpo to not to make full village under corporation.
