Urban land Tax Chennai 1971

During 1971 Asst commissioner, Urban land Tax Chennai, assessed my plot as one ground and seven hundred seventy six square feet and asked me in written to pay Rs.130-40ps as Tax. I have paid the Tax and having the receipt. Since I have occupied only 2400 sq feet as per my original document, now what I have to do to get the 776 sq feet to be registered in my name. I have approached the Tahsildar for re-assessment but he says he can issue patta for only 2400 sq feet which was only originally registered in my name. When I asked him, how the Asst commissioner, Urban Land Tax assessed my land as one ground and seven hundred seventy six sq feet and asked me to pay the Tax. During 1971 there was no DTP approval for the land and the sellers simply registered for one Ground. To whom I have to approach for redressal in this connection, and how can I get the remaining area in my name.
