Difference in merit cum means scholarship recd after RTI

Hi,

I had applied for the merit cum means scholarship awarded by the ministry of minority affairs GOI

Under this scheme a maximum award of Rs 30000 per annum is done, however for a set of eligible institutes, full course fee is reimbursed.

The amount of scholarship recommended against my application (as per a list of allotments which was uploaded on the official website) was Rs 1,90,000 (my institute being an eligible institute)

However the cheque that I have received is of Rs 30,000

The department officials have been unhelpful in addressing my queries. Please guide me how can I use RTI in this matter.

Specifically i would like to know, what could be the appropriate questions that I should be asking.

PS: It is a central govt scheme however the allotment is done through the state agencies (Bihar State Minorities Financial Limited)

You can file a RTI application with the PIO. Details of PIO will be available on the website of the organisation/department, under the "RTI" link. Or simply call that office and ask "Who is the PIO in your office under the RTI Act 2005. I want to file a RTI application." ?

Your RTI Application has to be as per the RTI Rules and Fees for the Centre.

I sent them a written reminder, it has been 3 months, and I haven't recieved any reply. I am filing an RTI now

These are the questions I plan to ask, kindly review

To The PIO
Dear Sir,
This is in reference to my application for merit cum means scholarship for the year 2010-11 (Form no 2913)
Kindly provide me the following information

1. Certified copy of all documents related to the processing and allotment of scholarship against my application form no 2913
2. A certified copy of list of Institutes eligible for full reimbursement under this scheme
3. A certified copy of list of merit cum means scholarships (including the amount) awarded under the listed institute category for the year 2010-11
4. A certified copy containing the details of actions taken against my complaint letter (mailed via speed post to “The Managing Director, Haj Bhawan, Patna”, via speed post no EU897593751IN, on 23/12/2011) (A copy of the complaint letter has been attached for your reference)
5. A certified copy of detailing the procedure adopted for preparing the merit list and deciding the scholarship amount to be granted to applicants

That looks OK.
Also ask for a certified copy of any document in which your name appears as a scholarship beneficiary and shows the amount sanctioned/given to you.
And any reasons on record for sanctioning a scholarship of................instead of..............for Mr......although the institutes is..............................................etc etc.
