Supreme Court has interpreted scope of section 18 of RTI Act as -----the powers of CIC and SIC are supervisory and not appellate.
An information commission can not order for disclosure of Information in proceedings under section 18
Remedy for denial of request for information - real or presumed - lies under section 19
Section 18 and 19 are 2 seperate provisions, and can not be used alternatively for each other.

I dont think so. Neither Sec 18 or Sec 19 allow that although Sec 19(8) uses the word "complainant" in some place.

Also this leads to question which we discussed elsewhere, what an applicant will do, if PIO donot comply with appeal decision of SIC/CIC?
If u file complaint of non compliance, CIC may impose penalty but will not order for information.
