Fresh Passport Delay

My wife have applied for fresh passport on feb 2011 through Post Office. Police verifications were over from Police Stations of our temp address and permanent address. Online status still shows "Police Verification is not received" for long time. When we visited passport office many times, there was no proper response. At the time when my wife applied for passport, she was studying at college and we didn't mention her college address as present address instead we have given her parent's address as present address. We have received a notice from RPO saying that we have suppressed information by not disclosing her college address at the time of applying passport. However, we have attached the bonafide certificate from college at the time of filing passport application. We have replied to RPO notice by saying we have an option to specify college address as present address according to passport rules Instructions-Guidelines and Instructions (Refer Columns 9 and 10), but there is no response from RPO for our reply. She has completed her college degree on April 2011 and staying at her parent's address since then.

Please help us to get her passport? What to do next ?
