does it mean that now onwards any Indian with justified motive may ask subject information from TRAI. and in this preview what is justified motive. I request karia sir to please clarify.

The order does not say anything about "justification" or "motive". It also does not say anything about whether those numbers belonged to the applicant or to someone else.

In para 3 of the order " 3. Vide letter dated 15th July 2011, the CPIO had refused to
disclose any information to the appellant on the ground that he was seeking third

We can assume that Numbers are not belongs to the applicant
