Need Help: FAA says covering letter missing....!plz suggest

after getting unsatisfying answer from PIO dated 5.10.11, I appealed FAA on 3.11.11.Now after 30 days when having no decision from him I inquired assistant PIO of FAA office.They are saying that the covering letter to whom I direct i.e FAA, is missing from that bunch of pages.That is not correct.I have the copy of all the documents but still if they are saying this what should I do? They are suggesting me to send a fresh copy of my appeal with new date should be sent.

Please suggest me what should I do.

Just send a new copy.
This time tie it up with a thread tag and number each page carefully....like 1/10, 2/10, 3/10, etc etc (if there are total ten pages)

My suggestion differs from Karira- How did you enquire? Did they returned back your post in 30 days & asked you to deposit? No, So Lets give them the taste of their own venom.Apply the following format for second appeal & send copy to FAA & PIO.Remember, I am giving you a format, frame it and see the result.

Let them ponder,however, if information is important, you can skip it. But ,I doubt that you'll get information from FAA.

I gave that suggestion because :

1. It is better to sort out the issue at the FAA level and get the information. If he files second appeal it will take up to 1 to 1.5 years to come up for hearing.

2. These days, ssome ICs in the CIc are remanding back the matter to the FAA if the FAA has not passed any order. Just imagine, if after waiting for 1.5 years, the matter again goes back to the same FAA.

Your suggestion is valid, if the need for information is not urgent and the appellant wants to prove a point.

Dear Sharma ji,
In your format heading "SECOND APPEAL/COMPLAINT UNDER SECTION 19(3)/20 OF THE RTI ACT" just elucidate the sections. I may be wrong, but complaint should be u/s 18; and sec 20(i.e. Punishment) is the out come of both 19(3) and 18.
All other things may be followed up.
