Subject: Suspected fake solvency certificates produced by the contractors for allotment of JNNURM projects in Ludhiana.
Sir,
With reference to the usage of same solvency certificate in four JNNURM projects, we had moved a complaint on 24.11.2011 to the then Commissioner, Ludhiana Municipal Corporation, Ludhiana, (LMC), who had entrusted an inquiry to the Inquiry Panel comprising the then Additional Commissioner and sitting Commissioner Sh. Malwinder Singh Jaggi, two SEs and two XENs. The Panel was supposed to submit a report within two weeks time i.e. latest by 07.12.2011, but this Panel failed to submit its report even after lapse of 2½ months. Photocopy of the complaint alongwith Annexure is enclosed herewith.
In continuation of the previous complaint on the subject, we would draw your kind attention to new additional facts unearthed afterwards:
1. As per the information obtained under RTI Act regarding projects of construction of flats under the mission “JNNURM”, for providing “Basic Services to Urban Poor”, M/S D.P. Singh Chadha and M/s H.P. Singh Chadha had submitted two solvency certificates dated 12.09.2008 and 17.07.2008 (Annexure-E & Annexure-F) respectively purportedly issued by Sarabha Nagar branch of Oriental Bank of Commerce (OBC).
2. In response to our RTI query, the OBC, HO, New Delhi provided us a list of solvency certificates issued by Sarabha Nagar branch of OBC during the period from 01.04.2008 to 31.03.2009. As per this list containing names of 4 firms only, Sarabha Nagar branch of OBC did not issue any solvency certificate to M/S D.P. Singh Chadha and M/s H.P. Singh Chadha. This arouses the suspicion that the solvency certificates submitted by both of these contractors are fake & forged, because no genuine certificate was ever issued by the said branch of OBC. (Photocopy of list provided by the Bank is annexed as Annexure-G). If it is so, it is serious and is an indicator of crook nexus between the contractors and the LMC officials.
We therefore request you to kindly get the matter investigated in time-bound manner to take stringent action and to break the nexus of contractors and guilty officials of LMC.
