CIC reserves its comments on whether the Madras Race Club is a Public Authority or not.
The Orders of the CIC are as under
CaseNo. CIC/SS/A/2011/001504
The appellant, in his 2nd appeal filed beforethe Commission, has requested the Commission to declare Madras Race Club as a Public Authority coming within the purview of the RTI Act, 2005 and to directthe Secretary, Madras Race Club to furnish the proceedings of the Committee ofManagement of Madras Race Club and whatever documents the appellant might askfor in future under the provisions of RTI Act, 2005. The Commission is of the opinion that the appellant has raised new points/issues in his 2nd appeal filed before the Commission. In case the appellant considers the Madras Race Club tobe a Public Authority, the RTI application should have been addressed to the Secretary of the Madras Race Club. Instead his RTI application has been addressed to the Registrar of Companies, Chennai. This matter therefore cannot be considered by the Commission. The Commission however reserves its comments on whether the Madras Race Club is a Public Authority or not. This is an issue which can be decided in the appropriate proceedings
