Need Help: 2nd appeal in process

I had applied to PIO Revenue department . 15 years back a man had 5000 square metres of agricultural land and sold it to 25 different persons by carving out plots of varying sizes . The 25 plots thus sold were registered with PIO who happens to be the registering authority too and the records of registration are available with him . I filed an application under RTI Act with various queries . I asked the PIO to provide me with names and addresses of persons to whom the above-said landlord had sold his land . The information was refused and PIO replied that no information was available . The fact is that all record of registrations of sold land are with him . During first appeal I brought it to notice of first appellate authority . A point was raised by PIO that he can supply registry of any plot but will not compile information from different registeris available with him . He says compiling of information like this was not permissible under RTI Act . He asked me to file another application under RTI Act in which I should ask for copies of registeries of all 25 plots along with the required fee of Rs.10 per page (which will be few thousand rupees) . The first appellate authority too agreed with him . I then filed 2nd appeal before CIC which is pending .
My question here is whether compiling of information is same as creation of information ? and whether I have to apply for copies of all registeries of all 25 plots to know the names and addresses of the 25 purchasers ?
Plz help .

Sanjeev,

The PIO is not supposed to "create or generate" information for the applicant.
However, when the information already exists, as in your case, he is supposed to compile it.
