Unanswered: Cooperative society

I have one question from this forum. If anyone of you can guide me, it would be of great help to me.
Actually my father had a plot of land from the cooperative society. He had made payment for the same,
but the cooperative had done some bungling and instead transferred that plot to somebody else. We had no
data to prove that we had paid for the plot except for the draft photo copy. Through RTI we could gather
some information. But got contradictory answer in one of them they accepted that they had transferred
the land to my father and later on he transferred it to his relative. And in other judgement they
said that my father was not allotted any land. So my question is:
1. Is it possible to get the plot through RTI, without filing any case. Because the case will be very long and
my father is already a retired person.
2. After providing so much information the deputy registrar has passed a circular that says that
private cooperative societies are not govt body so do not come under the purview of RTI. And State
Information Commission (Bihar-Patna)has closed the case.
3. I think such circulars are not actual bills and nobody can just close the case without providing me satisfactory
answer.
4. I also feel that the registrar was bribed and asked to pass such a circular so that we could not
ask for further information. And they would not be punished for such offence. Please guide me.

I can also provide the judgment copy of the SIC, if anyone of you can help me. I would be very much greatful to you.

Though the co-operative society is a private organisation, the said society has to first get the NOC from the concerned government by filing the norms/bye-laws, etc under societies registration Act. Therefore, you may get the bye-laws of the respective society from the PIO of the Registrar of Socieities of the concerned District. Thereafter, you may study whether they have followed the procedures as laid down in the bye-laws. And then we can get ideas to move further. Best of luck.

So through RTI, i need to first of all ask for the (1) bye-laws of the society from the PIO
(2) NOC provided by the govt to the society
