    Help in Framing of application

    Dear Sir
    pl help me to frame my application or should I appeal to FAA ,as the PIO has replied that suggestions are not given under RTI Act, if appeal can be done what should be the grounds of appeal.
    Detailed below is my query:

    Dear Sir,
    Enclosed is front page of certified copy of the sale deed no.6140 in respect of mutation order No.M-106/99-2000 dt 9/12/1999 of village xxxx, kindly let me know under what rules/sec mutation was done and explain if it is as per rules and valid as per law.

    1. That the sale deed presented for mutation does not match with the certified copy of sale deed obtained from the office of sub registrar as it does not bear the GPA No’s whereas the sale deed presented for mutation bears the GPA No’s and shows manipulation of sale deed. There is no GPA on record neither at the time of registration of sale deed or at the time of mutation. Is it allowed as per rules and valid as per law?
    2. The dates on the order sheet have been overwritten again and again it shows the order sheet has been written on the same day which shows the conduct of patwari as well as Naib Tehsildar to be malicious. Is it as per rules?
    3. Even the date of order of mutation as well as date on signatures of Naib Tehsildar have been overwritten and has not been even initialised. Is it allowed as per rules?
    4. That notice to parties as well as public has been sent for back date i.e 08/11/99 whereas the application has been filed on 24/11/99. Is it as per rules?
    5. That the sale is in violation of sec 33 of DLR act as the owners were having another FOUR Acres (Kh.No’s. 93/2, 3, 8, 9) of the adjoining land in the same village and Patwari gave wrong report that they are not left with any rakba. Is it allowed as per rules?
    6. The patwari gave wrong report that the owners do not own any other land which was very well in the knowledge of the patwari. Is it allowed as per rules?
    7. The land is entered as Gair mumkin plot in the revenue record and MOK verification report of patwari concerned the mutation was done whereas in sale deed it has been mentioned it to be agricultural Land and does not violate sec 33 of DLR Act. Is it allowed under the rules?
    8. There is overwriting on the date of attestation of the SPA which does not reflect authentic date of attestation. Is it allowed under the rules?
    9. No GPA was attached with the application nor it was demanded by the Kanungo or patwari or verified as seen nor any copy of GPA attached with. Is it allowed as per rules?
    10. That one of the owners is dead since 1989 is not mentioned in the sale deed and the fact has been concealed. Is it allowed as per rules?
    As where the question regarding the validity of sale under sec 33 of DLR act arises for consideration the authority competent under the act to determine such issues is none other than the Revenue assistant. Kindly let me know if the sale deed or mutation order is in violation of Sec 33 as well as report of Patwari and mutation proceedings conducted is as per rules and valid under the law.
    If it is not as per rules/law what action can be taken against the officials for filling wrong reports as well as applicants for giving wrong undertaking and tempering sale deed by your office as the matter has been brought to your knowledge or who is the competent authority to take penal action as the report of patwari and documents have been filed under judicial proceedings.

    Please let me know the required information at your earliest possible. The required fee for any copy of the document will be paid as and when asked for.
