Need Help: exorbitant charges without detailed calculation

DearSir,
I have the honour most respectfully beg to state as follows:-
1)ThatSir, I submited a RTI application to thePIO of DRDA,Goalpara(Assam) on 16-02-2012 about the subject of MGNREGA(2010/11&2011/12,area-3GP.)
2)ThatSir,PIO of DRDA(Goalpara) inform me to collect required information from The B.D.O Lakhipur befor 16-03-2012.(I received this letter on 07-03-2012).
3)ThatSir,BDO Lakhipur demond a large payment of Rs.55,850/-against the cost of photostate documents has not been mentioned specifically as per provision of law.Wich is quite irrelevent since the same.(I recieved this letter on15-03-2012).
4)ThatSir,I submited a Re-Application praying for Specific mention of the cost against photostate copy regarding said information as sought for under RTI Act-2005 to the BDO Lakhipur.But no reply to me till now.
Therefore it is prayed that your honour would be pleased enough the right decition to me what shuld be done from my site.

You may file FIRST appeal as PIO failed to give exact calculations in his decision and for exorbitant charges.
