Maharastra is not a first state to trying to enforce this type of rules to RTI. Karnataka State Govt. has already enforced this law and there is no protest in karnataka regarding the same rules.
Karnataka Govt.is trying to make that RTI is no right to Citizen.
I think Maharastra also following the foot steps of karnataka in this regard

Limiting to 150 word and one subject will do nothing more than just increasing the number of applications being received by PA
The only way out is proactive disclosure

One RTI Application having 20 queries is far better than 20 applications having 1 query each..
Why this common sense is missing in those people who propose amendments.
