Private Medical and Engineering colleges will be under RTI only if they fall within the definition of "public authority" as in Sec 2(f): Right to Information Act 2005

Hon'ble member. Private engineering and medical colleges are recognized from a university. Even they are financially independent but their function is mixed with public work and private work. The documents concerned with public work can be disclosed under transparency act but private work can not be disclosed. For exp examination conducted by university and record concerned with the exam in the custody of college can be disclosed under R.T.I. Act 2005.

There are certain information that is accessible by AICTE or such Regulatory Body. These information can be obtained from such regulatory bodies. e.g. teacher to student ratio, pay scale of different grades of teaching staff, audit reports etc can be accessed under RTI..
