If a charitable society gets plot from puda in year 2000 for religous and education purpose at just rs 1200/sq yard how it can be proved that it is concessional rate and so the society comes under rti

What you have to prove is that this was a concessional rate. You have to check what was the "market" or "going" rate in that area at the time of allotment and what was the period for the lease.
What is the rate presently in the area ? What rate is that society paying now ?

If there is a substantial difference between what the society is paying and the market rate, then you can argue that this is "substantial financing" and hence the society is a public authority.

Under RTI act ask from PUDA copy of application submitted by society, rate at which the land was allotted. Name and address of persons who were allotted land in the same year and the rate at which they were allotted the land.

File an RTI Application and get from PUDA the official rates of allotment of land for commercial use in year 2000 . The difference in 2 values will confirm the subsidy .
