Information cannot be provided if there are no records

Applicant had some grievances against his employer NTPC. He met the Managing Director to get the issues resolved. The MD of NTPC issued a letter stating that after considering all issues no relief could be granted to the applicant.Applicant approached NTPC for information under RTI ACT. Matter went to Second Appeal. NTPC always maintained that there is no record to be provided to the applicant regarding the decision of the MD.Applicant went to Delhi High Court and the Single Judge dismissed the petition. The applicant appealed to the High Court. The CJ ruled that if there is no record, the information cannot be provided.
