PIO did not provide false and misleading information because she clarified later

Applicant asked for information under RTI to the PIO of Directorate of Education, Goa. PIO replied to 3 points as "N.A." . When applicant wanted a clarification as to what is meant by "N.A.", PIO clarified that in one case it means "Not Available" and in the other two cases it means "I don't know".Applicant complained to the Goa SIC and for various reasons, the SIC came to the conclusion that PIO had given false and misleading information. The PIO was penalised Rs. 5000.00 PIO approached the Mumbai High Court against the SIC order.High Court ruled that the SIC had wrongly concluded that the instance of the PIO clarifying the initial reply and because of some other reasons, the SIC's conclusion was incorrect and set aside the Goa SIC's order.
